The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are fought: optimistic declarations are released from different nations. Considerable effort is expended on restraining particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is able to track rocket firings from enemy soil, a capacity provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems engaged: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.

Persistent Threats

Soon after, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – almost certainly allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that European nations are clearly incapable to replace in the short term.

Failed Diplomacy

The 28-point plan from US administration generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from American administration unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This pattern will, certainly, persist.

Tactical Assessments

It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a principle understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does minimal to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its advantage in the coming year.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a entire defensive failure until conditions improve in its advantage.

Existing Situation

Factually, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their objective will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a just a single week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all served their function.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
